The internal justification for putting in more efficient equipment. They have to satisfy someone in the upper food chain that looks at the stats that there was a reason to install that new stuff.

I looked at what the internet fee is for ATT and it's $47.00 that is much slower than the time warner $29.95 package and for an addition $5 bucks a month Time Warner will up the data rate from 10mbs down/1mbs up to 50mbs down/5 mbs up. This is a no brainer I just have to figure out all my stored folder emails and how to migrate them to the new time warner account or preferably an ISP agnostic yahoo or gmail account.
My wife also found an article in Consumer Reports August 2015 regarding all the choices of various services and the pros and cons these days. It's quite a number of choices.

Check to see if your cable modem is free or not, as you can sometimes save money buying your own cable modem. Charter provides it free, but I know some cable companies charge a monthly "rental" fee.
Additionally AT&T recently got fined 100 million for throttling their "unlimited" data customers in the cellular market:

This might be helpful for others working from home too. As I posted I have been an ATT isp customer for 20 years or so. Today I got an email saying I had exceed the 150GB data limit. A limit I had never known about as I'd never read the fine print or exceeded this limit. I figure my DirectTV Genie system which will download content when I tell it to record a series from the Sat. broadcasts and also by downloading through the internet from their VOD servers. I don't think there is any control over which the box chooses so it seems a little self serving that DirectTV which is now owned by ATT would use the internet to download when it could just as easily wait for a rebroadcast of an episode without using my data.
My other concern is that after 20 years my ATT.net Yahoo mail has several folders with tons of emails containing important data, not just cat videos. I was told by Time Warner Cable Tech support they can migrate those folders to a new time warner email account otherwise I'd have to do it manually. In my research I've learned that even though ATT.net uses Yahoo for email my att based yahoo account is apparently not a pure Yahoo mail account and is not ISP agnostic. So for future proofing it seems like I should create my own Yahoo or Gmail account and migrate my data folders to it so I am not tied to one ISP. Time Warner said they should be able to migrate my folders to a Pure Yahoo account as well but I felt a little less sure about that in talking with them. Perhaps I am skeptical because I don't see why they would offer that service but if the will do that too I will be happy.
Also according to Time Warner they have no data limits and their internet service is far faster than my dsl from ATT, which is all that's available in my neighborhood. Also I can upgrade to faster internet at any time so I think it's a no brainer to switch over given they can migrate my existing folders. I am curious what others are doing to remain ISP agnostic to facilitate changing service as needed.

I was just informed by ATT that I exceeded the data limit of 150GB last month and that if it happened again I would be charged 10$ for an additional 50GB. I've never scrutinized the fine print on the contract but I get the feeling this is a new way of trying to squeeze more money out of customers. Does anybody know if this type of policy is something that has been adopted in recent years or has it always been in place and I've just never noticed. I think the DirectTV downloading various episodes from the VOD channels instead of waiting for the show to be broadcast may be contributing largely to the data usage which brings up a conflict of the recent merger of ATT and DirectTV in my book.
I will now be exploring a cable modem which will give better performance but I don't know if they have any data limits. This just seems like a revenue scheme to me. I just read Verizon is also changing their contract policy to get rid of contracts and change the data structure.
