So it's been a long time since I did a Media Composer instal on a Windows system. The last time was around 2002ish? And back then there was a thick instal guide for windows. You had to do reg hacks and all sort of settings and stuff. But the instal guide for v8.3 is - Download installer, launch installer, follow on screen instructions, reboot.
