That's a really good question. When I first got "region stabilize", it seem to lock down the region selected, rock solid. I applied "region stabilize" to shaky footage a few years later, after the new stabilization effect, "stabilize" was introduced and the image seemed to be "breathing". I could not get a good stabilization with the "Stabilize" effect either.
