For those following this thread, I emailed Marianna and to her credit she has raised an Avid Customer Care Case and I'm in touch with them about this issue. They are 'doing some testing and getting back to me'.
In the meantime, for those of us with only vanilla Avid available, here is a temporary fix:
V1 import jpg for reference (just good practise!)
V2 AMA linked jpg with lovely linear zoom done on Frameflex
V3 Video mixdown (breaks every rule in the book - I NEVER use mixdowns) with a 0 to 200 to 0 Fluidmotion effect on it.
... which gives a great result - but it's only what you should be able to do in Pan & Zoom in the first place...
