YOu can't use dongle manager on 8.3 onwards…

 

App Manager only..

This also can happen if you use the old dongle manager to blast your dongle instead of the new app manager.  Did you use the app manager?  If not, re-flash your dongle using the app manager.

Had this as well, the dongle serial needs to be associated with an Avid support account. It took me a month to get it sorted. Should only apply from MC8.3 onwards.

so I updated my dongle and installed my upgraded MC to 8. When I launch app, says

"Current license has no contract expiration date. Please go to Avid balabalabal!"
