It appears that EditReady is a US$50 solution for this problem. Unfortunately, this software only runs on Mac OS 10.8 and newer.

The software recognized the single clip I had in my sample a7s card folder. There was no need to drill-down to the MP4. (Though I only used one clip, the screen shots show the software with a batch queue.)
A "pass through" encode re-wrapped the troublesome a7s .MP4 into a .MOV, which Media Composer would now decode, with correct time code, no less.
EditReady also has DNxHD and ProRes QuickTime encoding options; but, with AMA reading the H.264 MOV, I did not need to try them.
It was a lot like rewrapping AVCHD .MTS files using ClipWrap, which is an earlier product from the same developer.
