Because it won't look great (stutters) and is likely to not be accepted by a broadcaster.
23.976p/24p<->25p conversions are best done with 1:1 frame:frame conversion (ergo: speed-up).
It's the way they do it for any PAL videoreleases of 23.976/24p sources (like 95% of all feature films, for starters)
