MC is 1299 USD for a new user, which includes 12 months of updates & support (they're not sold separately if you don't already have a licence.)
Thereafter, it's 299 USD (at current prices) every 12 months to keep it up to date. If you fail to do that, you get to keep using the version of MC you currently have, but you can never update that licence again.
The other option to that is to go down the subscription path, which would allow you to pay for a month of activation only when you need it.
As for dongles, Avid is clearly trying to discourage their use at that price...
