You ask: If I were to select option 1 (299 USD for a year of releases/support) what happens after the end of the year when I want to upgrade? Will I have the option to buy another year of releases and support again, and keep my perpetual licence - or will I have to switch to a subscription?
If you buy the perpetual support/upgrade plan by the end of Dec 2014, the plan would lapse at the end of 2015 ( date depends on when you buy it now ). You would have the option at the end of 2015 to then renew for $299 again or migrate to subscription model at $49.99 a month or not buy anything and leave the license at the version was at when you let support/upgrade or subscription lapse - it would then be at that version forever....
You ask: Also, will there be another "frozen in time risk" in the future?
i.e. if I don't renew option 1 before the year is up (assuming that option still exists) will I then be stuck with having to pay 1299 USD - or have to start a subscription instead?

You would need to buy a new license which would come with a year support/upgrade plan. in this case you would now have 2 licenses.
