I've done tests and an expression in Fusion to solve this.
My findings are:
Adobe ProductsFusionMarquee (Title Tool 2)Inkscape
... and the rest
Follow the same formula. pt size is identical based on the frame size in all these applications.
Title tool 1 in Media Composer, not so much and I don't expect that it is of top priority to fix it.
Now if MC had expressions (it's a dead simple multiplication expression) and you were able to set slider offsets that would be a different story :-)
