Ben is talking about a "click and drag" feature on the mouse in v6 and earlier (removed from v7) that would allow you to smooth the connection between the relative control point while drawing the shape. After the shape has been drawn the control over the tangents smooth or linear properties as you described is still there.

I have experienced the same issue and it is frustrating. I have resorted to drawing the shape with sharp angles and then creating the bezier handles with the alt/opt key. It is also like that in v8.
