I had a similar issue I mentioned a few weeks ago. Perhaps it is related to yours: I was adding 1080p 23.98 clips from an AF100 into a 720p 23.98 project (started several years ago on Varicam). When I modified the clips to add a Tape Name for later re-linking, I discovered that the END timecode on each clip immediately changed and then saw that timecode was incrementing in a 2-3 pattern: 00... 02... 05... 07...10... etc. The image itself was not affected (no motion effect added or any change to the sequence of frames themselves). Only the timecode changed, as if the Avid was attempting to adjust the timecode from 60 interlaced fields to 24 frames. Being in a 720p project, my guess was that when you added a Tape Name, Avid assumed the clip must have been captured off of videotape (like Varicam) and therefore timecode needed a 60i to 23.98 conversion.
But it would appear you were working in a 1080p 23.98 project. I've added tape names to file-based clips in 1080p without any issues. So maybe these issues are related... or not...?? (I'm on Symphony 6.5.3)
