Try moving the corrupt projects .avs folder out of the project fold and let Avid build a new one. That has fixed an existing project when I opened bins in a new project and problems went away.

Thanks for all your suggestions. I think I figured it out. Wacky timecode is somehow related to something corrupt in that specific Avid project. I created a new project and brought the clips in and the timecode is good.
