There's yet another angle to this: while some resources are certainly spent on the logistics of patching, the fixes/features added to the older versions would typically get moved forward to the newer versions as well. So the work done to patch an older versions will benefit users on the old versions, on current versions (when patched), and on versions currently being developed.
