Segment mode follows the clip and timecode. If you added an edit and used a dissolve to blend between two segment mode corrections (for fixing an iris shift for example) you won't get that edit and dissolve. If however you have used keyframes in the color corrector, that does come across.
And yes, I would merge segment first then work my way up. That is already what I do with the steps above segment.
