Might be that the 633 has a monitoring delay. You're recording, so it's striping as it goes, but then you're sending that output to the camera. Maybe there's a delay between input/record and output which is like a confidence?

That's a whole lot of offset. I'll see 0-2 frames with F5 cameras (that I see with some regularity) and a F55 (only worked with a couple times). Don't really have problems with Sound Devices timecode.
So what wireless transmitter are you using? Standard Lectrosonics, Zaxcom, Sennheiser? Or maybe production stuck a miss-set timecode buddy system between the 633 and camera?
Oddball framerate?
What video recording format? XVAC, HR, proxies, other?
Same thing happen if you physically jam the camera from the 633, disconnect the cable, and let it run (ie- without relying on a wireless tx)?
Got a Lockit or Denecke box you can slap on the camera? No bigger than the wireless receiver, I'd think, and perhaps more reliable...
