This is similar to the specular spikes seen on video waveforms. The data values are not out of spec but as was demonstrated to me at the Tektronix booth at NAB on color bars unless they make the bars transition happen over 4 pixels, a lot like samples, there is ringing on the transition edges. Examining the data values shows no excursions but the scope anticipates how the final d to a conversion may react. I have always thought it relates to fourier series of infinite sine waves etc...
