Jobs correct. True peak has no relationship to loudness. But as the new loudness specs have removed the artifical ceiling for peaks and in theory a digital peak of 0 would be allowed this when converted in to analogue as it must be at some point could produce transients over the digital peak. So TP is the calculated peak in the analogue world. The UK DPP spec suggests a TP of -2 to allow a bit of headroom.
