I was stating a presumption. I presume that Blue Titler Pro will replace Marquee as BCC is replacing Avid FX. I do not know for a fact that Avid is discontinuing or removing Marquee.
SOLUTION (btw):
My particular problem appears to have been folder depth. It was not the absolute length of the pathname (long), nor any odd characters in the pathname (many), nor the file format (JPEG), nor file size (6k plus). but rather the number of folder layers from the root. The files had to be no more than five folders away from the root.
Go figure. I can't remember ever seeing such a bug before. Path length, sure. But the number of folder steps? That's just weird.
So all my images are now two folder levels closer to the root and so far, so good.
