Yes. You do. The basic Cineform codec is free on the GoPro website.

Received some material from a GoPro in H.264. It was shot 59.94 intended
to be slo-mo. It can be AMAed but the H264 causes things to choke.
I downloaded the GoPro Studio software and figured out how to convert
the material into twice as long 29.97 clips in the Cineform HD codec.
I can't AMA the new files.
If I attempt to import these I get one frame for the entire duration in
a 59.94 project or a green field in 29.97.
Do I need to install the Cineform Codec somewhere for the Avid? Is that
available for download? Googling around I see players but not the codec
installer...
