I spoke directly with black magic "Davinci" slupport engineers. I even emailed them my problematic aaf. I never heard back from them with a solution. To be fair I didn't hound them like I normally would because I was just too busy at the time. Now that I've learned the "Handle Mixed FrameRates" check box really means allow both non and drop frame time code I see a solution. My assumption now is that the check setting check box at the top that said "use drop frame'" or whatever it's called will dictate the time code of the final timeline and with Handle mixed frame rates checked the Resolve will no longer alter source time codes from drop to non drop and vice versa. It has taken a long time to finally hear the probable solution. One would think this should be understood by the Davinci engineers but apparently at the time over 6 months ago they were unaware of the problem or the solution. Perhaps they know better now.
