Here's what's ended up happening. I've ended up having to join Adobe Creative Cloud. I paid $29/month for a cancellable subscription. This was required since (as I found out in small print) Encore is NOT available in any free trial version of Premiere Pro. As a result, to get access to Encore, you have to subscribe to Creative Cloud, then download Premiere Pro CC. Then you have access to a CS6 Family download, and that's where Encore lives.
I'm in the process of downloading now. I'll let you know is this whole cockamamy scheme actually works.
