I have a Cloud subscription and was able to download it just last week.

If you go online into the Cloud download area (as opposed to using the desktop widget) and go into Premiere Pro, there's an option to download the CS6 Premiere Pro package. Encore is downloaded as part of that package.

 what are people using to author and burn Blu rays? With menus, etc.

Ummm... BluRay? What's that?

I'm being asked for it pretty much solely as screener copies. No menus. Or just a title card and 'play' button. Compressor will do that - with limited options. Or the EOLed version of Encore.
