Nope, that's not concatenation.
If it was concatenated then you could drop luma to 10% on one tab and then raise it by 1000% on the next and the software would intelligently look back 'through' all of the adjustments and make only the required change (in the above example, nothing).
As it stands, how you describe it, it's destructive.

Not sure what you mean. The effect of each tab is ADDED to the next tab down to the right. That seems like concatenation to me.
