Sometimes an admin user account can get hopelessly screwed up. When you delete this account, you get the option to migrate its data to another admin. I did this successfully on a few occasions. Hopefully, this helps, as it's a fairly easy fix. Sometimes, the the permissions problems are more on the system level, which would require a complete fresh OS install to fix. (I would guess a UNIX geek to fix anything using the terminal, but for us mere mortals, the fixes detailed above are probably more realistic)
