1. dub between 2 HDCAM decks normally preserves the VANC captioning
2. Adrenaline supports VANC capture and playback
Here's a link to a document describing the process and settings:

Subject: [Avid-L2] HDCAM Decks, Avid and Closed Captioning
We broadcast over several of local stations across Japan. The
sponsor of one of the local broadcasts would like us to put
Closed Captioning into the program. We've never done that so am
looking into the process, and am thinking of sending it out to a
service company.
They would return a Master HDCAM tape with the CC data embedded.
I'm trying to find out if
1) we simply dub from one HDCAM deck to another, will the CC data
copy over to the dub?
2) the Master with CC data is ingested into our Avid over HDSDI
(Adrenaline box, MC 5.5) will the CC data also be copied over,
and then if we do a digital cut, will the CC data get out of the
Avid and onto tape OK.
I've talked to our reseller here, but get a real non-committal "I
don't think the Adrenaline's can do it..." I called Sony about
simply going from deck to deck, and they were saying something
about having to open the deck (we've got HDW-1800s) and make
modifications to the hardware in order to be able to make copies
and keep the CC data intact. I'm trying to do this in Japanese,
though, and unfortunately not following everything these guys are
telling me.
As you can tell, I have almost zero knowledge about how CC works.
And I'm under the impression that the Japanese system differs
from the US system somehow... not sure how that colors the picture...
Once CC data has been embedded, what can you do and what can you
not do, if you want to keep the data intact?
Any explanation appreciated!
