The system must support USB 3's UASP protocol in order to achieve high transfer speeds. Windows 8 and Mountain Lion supports UASP natively. Windows 7 can support it through a driver "hack".
With SSD you can achieve 400+ MB/s read (3.2 Gb) and 350+ MB/s (2.8 Gb/s) write via USB 3 in Mountain Lion. http://www.youtube.com/watch?v=kSQ8pBut8m4
Also, if you are using PCIe 1 or ExpressCard, it might cap you at around 2.5Gb/s.
