I've only used Audition to do some very simple audio editing in the past.
I'll have to get more familiar with it over time.

But, since you specified inexpensive, Waves has the W43 http://www.waves.com/plugins/w43-noise-reduction-plugin which does a credible job on hiss. And yes, iZotope's RX3 is great too, and does much more than cleaning hiss. Frankly, IMHO, SoundSoap doesn't make the grade at all.
