The topic of using Adobe Audition got me curious, and this tutorial is really good 
(and it addresses hiss in the later portion):

I've only used Audition to do some very simple audio editing in the past.
I'll have to get more familiar with it over time.

Probably the best (and very expensive) cleaner is Cedar Audio's DNSOne. Once installed, it shows up as an RTAS plug-in in MC 7.02 and can clean your entire dialog track. But, since you specified inexpensive, Waves has the W43 http://www.waves.com/plugins/w43-noise-reduction-plugin which does a credible job on hiss. And yes, iZotope's RX3 is great too, and does much more than cleaning hiss. Frankly, IMHO, SoundSoap doesn't make the grade at all.
