I was mistaken. The Illusion effect is only film grain.
Regarding Sapphire:
You can use the trial version for 30 days.
If they really like the effect, you can rent the plug-ins for a month at a 10th the cost (IIRC).
Or… apply the trial effect to hi-res footage and export as a permanent asset, then reimport for use.
And, has been mentioned: BCC is a good alternative.
