The paint effect, or the scratch removal tool with an offset, will both work. But if the video moves, I find Boris hides it better.

Don't waste your time rendering the Boris pixel fix, just drop a paint effect on, draw a small circle round the pixel whilst zoomed in and set it to Median. Boom, job done.
Also, beware if dropping it on a higher track that if you've applied any resizing to shots below, the pixel will not be in the same place anymore and so won't be fixed.
