 My other thought would be trying to render to a different resolution, and trying to render to a different drive.

Yep, I tested all the usual suspects.
It may be that the issue is only in SD 30i projects.
I also tested it on an imported still and got a similar result:

I've spent a lot of time on this… 
and I really don't have any hair left to pull out in the first place.
I'm moving on to other things now. My patience is at an end with v7 right now.

Bonus:
I also get a weird behavior where I can't zoom in to the fullest level until after I jigger with the Timeline zoom level a few times, or cutting in a new clip. Arrrgh . . .

I assume you have done all the usual things. Restart, try a new user setting, try a new sequence. try a new project, try new media.

I just spent an inordinate amount of time "playing" with this.
After rendering a Scratch Removal effect I get this:

Project specs:
SD 30i
This also happens with HD footage.

I usually say "Cheers"… but I'm not in the mood at the moment ;)
