If I understand what you're trying to do, couldn't you also achieve this by using 2 keyframes? One for the waiting period and one on the next frame for the reposition/resize.  It would look cleaner doing it without keyframes and adjusting the next subsequent keyframe to remove post animation is annoying, but for me it's always helped me (especially in AE) to visualize when things happen once your composite starts to get huge.  

Or am I not understanding this?

Keyframing in Avid is much more in depth than you'd think at first (or second or third) glance.  Based on the source media in your screen grab, have you read chapter 2 of the pro effect and compositing book?
