You should try to get avid support to work with you on this and not experiment. There are clearly some underlying issues and oddities with Java and/or networking set ups in relation to background processes with some users in Avid MC7. I also think the uninstall/install process is overlooking key components. I'm sure avid is trying to get to the bottom of it, so your experience may be helpful to them and everyone else.
They communicated and assisted me in resolving my problems without having to pay the usual support fees, if that's an issue for you. My problem was resolved with a total manual uninstall and reinstall of avid MC 7. I don't know the windows procedure for that. I am on Mac OSX.
