For what it's worth, the title tool levels bug is fixed in the most current version of MC.

That's very interesting that an old project makes correct title levels but the same hardware and version makes incorrect levels with a new project. That makes me think something is messed up in the newer .avs project file. I've seen weird issues happen until I trashed that file and had Avid rebuild. In this case maybe the older .avs file from the old project that works correctly has something different about it that makes it work. Just guessing out loud here given your particulars what else is different between the projects?
