I put it over the textless layer of the whole show. Traditionally I let the Title go unlimited and I've never had a problem. When I put a texted version of a graphic on the Text layer that gets the safe color limit. When it works, Title Tool's own safe color, which I just learned about in this thread, I have no issues and it saves an additional render when I do the textless pass/elements. If I had a legalizer I could let it do it but I don't have access to one and since most of my shows also have a delivery file it requires the safe color limit anyways.
