I say:
The TD can make that choice right at the switcher position. News and Sports shows are designated to be full-scanned for SD, while Entertainment shows are designated to be letterboxed. However, it's interesting that we are no longer shooting to protect for 4x3, so it may not be much longer before we will be allowed to do as you suggest and letterbox for SD. But it hasn't happened yet.
I suggest that if it really bothers you, just watch in HD like nearly everybody else does now. ;)
