I answer:
We have already-prepared specific backgrounds to use; photos are simply imported and placed over the BGs. In the case of the quoted text with Monteith's photo, that was made by the graphics department as a QT matte key, most likely in AE, and imported into Avid. I placed it over the 'Obit' Today Show background.
We can make other backgrounds as well, but they must meet the requirements of the senior producers.
For a spot like this one, time is of the essence, so we use previously prepared backgrounds and graphics made by the graphics department. One deviation from that was the courtesy we provided for FOX. It consists of a 50% transparent bar at the top with a text panel where the courtesy text is placed. I made the text (took about 5 seconds to make).
