Export from Avid as Tab Delimited (you've done that).
Open OpenOffice - Spreadsheet.
File-->Open.
Set the File Type in the Open Office Spreadsheet Open box to "Text CSV
(*.csv, *.txt)
Select your bin export.
Hit Open.
Set it to Tab Delimited.
Hit OK.
Done.
