Somehow I too missed the 2013 version of the TOS. However, the Containerization and file-based submission specs were outlined in last year's May 2012 release: "TOS-1-2010-revision_3" and further evolved in the October release of "PBSTOS-2012-Pt1-Submission". There is a little that is new here, but not too much.
