I know you asked for Windows software. We use a free Mac software called Audio Leak from Channel D. <http://www.channld.com/audioleak/>. Saw a really nice Avid/Protools plugin at NAB by Nugen <http://www.nugenaudio.com> called LM Correct that measures loudness and has a bunch of other useful hooks. That was $400 US if I am not mistaken.
