Aspect ratio is defined by the project settings.
Do not forget, in SD, both 4:3 and 16:9 have exact the same pixels
There is a flag that defines how it is shown.
So, your only worry is to get the image in you raster (720 x 576 PAL or 720
x 486 NTSC).
Then tell Avid if the project is 16:9 or 4:3
Clips that do not match do need a scaling effect. (pan / scan)
Thus, if you have a 4:3 image in a 16:9 project, and you don't want the
image distorted,
you need to cut out 'some' part of the image, and it'll be blown up. Quality
loss, yes, but there is no other option.
Shots like clouds / trees / wide nature shots you might get away without
scaling, just look at the image.
