That was only on SnowLeopard 10.6.x, which had the legacy QT option during installation of the OS.
Subsequent versions: Lion and MountainLion no longer have the option, so there is no QT7 included/installed in Utilities or elsewhere.

And remember, QT7 got moved to the Utilities folder when QTX was released,
so make sure you're looking for it in the right place.
