It does do proxies. The presentation was only an hour, so Russo didn't get into the specific workflow of proxies in any detail, but Sphere definitely had a dialog that included three options for uploading footage: Proxy, Full Rez, and Proxy Then Full Rez.
The "proxy then full rez" option allowed a very quick upload of the proxy file before making the more arduous attempt at uploading the full rez. No idea how it deals with swapping out the proxies internally.
