Yes, it is true that "Good Enough" is now good enough at the big 3 lettered networks... but not PBS (so far) or Discovery. Good Enough includes, on a regular basis, upconverted DV25 material and scanconverted YouTube videos. They don't use an Alchemist at the network I've been working with (which shall remain anonymous!), but they do upconvert a lot of material using a different box. Occasionally the QC folks do complain... but not very often. Scopes are easily available, and occasionally used, but usually Good Enough is... good enough. And certainly secondary to telling a good story, which is fortunately still a valued skill!
