It's not in the general settings. I don't think that there's any setting
in 6.0.3 and up that lets you restrict bin names to 27 characters.
The whole 27 character thing is stupid. The filename limit for XP was 255
characters (including filepath). Avid should have lifted it when
Adrenaline came out... at least... It should always have been limited to
each bin's unique filepath.
