Yes, what Terence said. What I was getting at is if you forget IRE
completely in HD, you live a happier life, where 0mV = 0 RGB, and 700mV =
255 RGB. It translates in the composite NTSC scope to 7.5/100 IRE, but
since that's an old measurement, I bailed on it for sanity reasons.
To the OP, to be clearer, change your scope to measure in either mV or
8-bit level, rather than IRE.
