I agree with Greg. If you want the Matrix bullet thing, there's no way to do that in post. Usually a big array of still cameras fired at the same time, but the NFL uses a version that basically morphs between a much smaller array of motion cameras. Either way, you're not going to get that unless you shot it that way at considerable expense, in which case you wouldn't be asking the question.
The only thing you can actually do at this point in Avid is to use the TimeWarp effect which will allow you to ramp from motion to still or vice versa. And if you're simply looking for a freeze frame effect, then that's under the Clip menu, I believe and is called Freeze Frame.
