It's no big deal. Terry's right to give me s... ;-) But yes, you are correct. In the absence of a request to the contrary, I do put bars/tone/slates on delivered "master" files. Unfortunately this days it seems like a exercise in futility.
In most cases at the distribution level, the people handling the files really have no reliable way of checking and adjusting video levels, because this would require them to pull it into an NLE and deal with adjusting it if it were wrong. That just doesn't happen very often. Effectively they only have control over compression quality when they re-encode. Now add interlacing errors (still) into the mix!
Remember that delivering shows to a network is still a different environment than delivering spots to DG Fast Channel or ComCast or TWC. But trust me, what happens at that level is probably only a year or so before it happens the same way when sending to the networks.
