I don't know what was used to originally make the background, but we
have it in our catalog of graphics as part of the Today Show graphics
package. It came to us as a QT movie which we imported into Avid and
saved in a 'catalog' for long-term use. We use it (and other
materials) to correct errors in the show for later time zones.
The studio control room has a number of clips they use as
backgrounds. The orange background you refer to is one of them.
Though After Effects may have been used to originally create the
background, we don't use AE directly on air. While we use these
graphics every day, we are not involved in their creation. I do know
that nearly all of our graphics are produced in-house at NBC's
graphics department, 'ArtWorks'.
