I've just uploaded two PDFs to the L2 "Technical Delivery Specs" folder::

PBS TOS-1-2010-revision_3

PBS File Submission Policy_Procedure

These are the latest PBS specs, released April 30, 2012. Please
note that these documents are more aspirational than practical; PBS
cannot today accept program delivery via files. If you read these
PDFs and start scratching your head in wonderment, please don't blame
me.
